Cecil County is located in northeast Maryland adjacent to Harford and Kent counties and is bordered by Pennsylvania, Delaware, and the Chesapeake Bay. According to the 2000 census, the population is approximately 86,000. Most of the county is suburban or rural, with 11,000 living in Elkton. Police report that there is no known gang activity or crime.
